How Are We Ever Going to Clarify Medical Marijuana in California?

Prop. 215 gave Californians the right to possess and grow marijuana for medical use, but failed to establish a legal distribution system. Instead, it encouraged the federal and state governments to "implement a plan to provide for the safe and affordable distribution of marijuana to all patients in medical need." This mandate has been sorely neglected, resulting in hundreds of lawsuits, raids and arrests. What needs to happen next?
